What Teaneck requires before the tenant moves in
Certificate of Health (Township lists it as the 'Certificate of Health Application' under Long-Term Rentals).
When it applies. Two separate triggers. (1) Multi-unit, two or more dwelling units: the owner must file a sworn Statement of Vacancy with the Health Officer within 10 days of a tenant vacating, and the vacated apartment may not be re-rented or occupied by a new tenant until the Health Officer inspects and issues a health certificate; inspection and certificate or notice of violations are due within 3 business days of the vacancy filing, and if not done in 3 days the unit may be occupied but the right to inspect continues. (2) One-family dwelling: no person shall lease or rent a one-family dwelling or part thereof without a certificate of health, and no person shall occupy it until one is issued.
Who handles it. Teaneck Health Department / Health Officer, Township of Teaneck, 818 Teaneck Road, Teaneck NJ 07666
From the ordinance. Code Ch. 29A (Property Maintenance Code), Art. II (Duties and Responsibilities of Owners, Operators and Occupants), Div. 1, Secs. 29A-9(b) through (g). Sec. 29A-9(d): 'No person shall lease or rent a one-family dwelling or part thereof without a certificate of health issued by the Health Department.' Sec. 29A-9(c): 'No such vacated apartment shall be rented or occupied in whole or in part by any new tenant until an inspection has been made by the Health Officer to determine whether such apartment is in violation of this code.' All certificates of health must be renewed by December 31 of the year issued (Sec. 29A-9(g)). Owners of premises with two or more apartments must also file a sworn Statement of Ownership (Sec. 29A-9(a)). Fees are in Appendix III of Chapter 2. Penalties for non-compliance with (b) and (c) per Sec. 1-6. Separate and distinct: short-term rentals of 30 days or less require a separate $500 license under Ch. 23, also from the Health Department. Teaneck's construction-code Certificate of Occupancy page (N.J.A.C. 5:23-2.23) is the standard State UCC CO and is NOT the rental trigger; do not cite it as such. County confirmed: ecode360 customer ID TE0774; the Township resident-request portal resolves under nj/bergen/teanecktwp.
What that means for your lease start date
The lease start date in Section 2 of the template is the date the tenant is entitled to occupy the unit. In Teaneck that date should fall after the certificate or inspection above has been issued, not before it. Schedule the inspection first, then write the start date.
If the certificate slips, the tenant cannot lawfully take occupancy on the day the lease says they can, and you are holding a signed contract you cannot perform. The copy of the lease on this page carries Teaneck's requirement as a printed addendum so the person signing it can see the same thing.

Required statewide, on top of Teaneck's rule
Register as a landlord (New Jersey Landlord Registration / Identity Law, N.J.S.A. 46:8-27 to 46:8-37). File within 30 days, or at creation of the first tenancy in a newly constructed/reconstructed building (46:8-28). Give each tenant a copy of the registration certificate at the start of a new tenancy (46:8-29). File an amended certificate within 20 days of any change to the form's information (46:8-28.2).
File with the right office. One-unit or two-unit non-owner-occupied: Municipal clerk of the town where the property is located (or the official the clerk designates). Three or more units: NJ DCA Bureau of Housing Inspection. Owners of tenant-occupied single-family and two-family properties must also file a registration with the DCA Bureau of Housing Inspection (46:8-28.5), with limited exceptions (e.g., certified lead-free or post-1978 owner-occupied two-family, seasonal rental under 6 months).
If you do not register. In an action for possession by a non-compliant landlord, no judgment for possession until registration; the court continues the case up to 90 days, then dismisses (46:8-33). Penalty up to $500 per offense (46:8-35); tenant rights cannot be waived (46:8-36).
Questions
Does Teaneck require a certificate of occupancy before a new tenant moves in?
Yes. Teaneck runs a Certificate of Health (Township lists it as the 'Certificate of Health Application' under Long-Term Rentals). When can the lease start in Teaneck?
Set the start date after the certificate or inspection is issued, not before. If the certificate is late, the tenant cannot lawfully take occupancy on the date written in the lease, which is the problem this page exists to prevent.
Do I still have to register as a landlord in Teaneck?
Yes. Teaneck's municipal requirement is on top of, not instead of, New Jersey's statewide Landlord Registration / Identity Law (N.J.S.A. 46:8-27 to 46:8-37). Both apply.
